The plate number is printed on the sleeve that it came in.
E is for "Exempt" meaning the vehicle is a state owned/operated vehicle and is exempt from registration/fees.
The eight sided line around the "E" signifies that it's a civilian state use vehicle (as opposed to the "E" surrounded by a diamond shaped line which signifies that it's for a police/law enforcement vehicle).
This plate is new (NOS) and appears to have never been installed on a vehicle.
