Big shaft on a very heavy duty ball bearing.
The shaft is tapered (there's cuts on four sides, allowing the top to be smaller than the base.
If a close fitting shaft was to be slid through the center, the tapered outer would tend to have some interference/clamping force on the inner shaft...

The four notches are obviously for something to mate to.
A bit hard to make out so used a wire brush to clean it a bit first.
