Rudge-Whitworth "Spanner" -- Very big & Old (before & after cleaning off most of the rust...)

From what little information I can find, this is a wire wheel spanner for the large nut/flange for Rudge-Whitworth (British) wire wheels as used on large cars from about a century ago (Packards, Pierce Arrow, etc.).  It has hundreds of hammer marks on the top and bottom of the handle...

Ford, Plomb & Craftsman wrenches (before & after cleaning off rust)

Tried to take off the rust without taking off all of the original black paint finish (the rust is difficult to see in this "before" picture)
