Although it's rough, all the parts appear to be present.  This would be a good candidate for a "restoration" project. 

Cable Guide for the Bottom Bracket area of the Teledyne

Bought this online.  It's supposed to be bolted in place but the Teledyne doesn't have a mounting hole in the bottom bracket.  I think I'll use some 3M foam tape to mount it.

Just placed the cable guide in place to see if it will work.  It looks pretty good.  Should work OK.

The curvature of the plastic guide fits the diameter of the bottom bracket perfectly.
