Part of the U.S. Army Air Force's RC-96-A system.   Designed to work with the British RAF "Pipsqueak" radio navigation and early Identification Friend or Foe (IFF) system. It acted as a mechanical timer that automatically keyed a transmitter to broadcast a short signal every minute so ground stations could track aircraft positions
