There's Something that looks like epoxy on the hubcap (bottom left of the picture)
There's some of the same hard stuff in the center also.
The stuff came off with a razor blade.
Didn't pull the paint off at all.
Cleaned with a soapy soft steel wool.
Came out pretty nice.
Used some brass polish and it got even better.
Temporarily hung it here... Can't really stay there.
It's liable to fall off.
Moved it here for now...
